55. Authorize the executive director to accept two federal grants totaling $1,072,602 for a fire fighting vehicle and runway lighting? The port received two bids for a fire fighting vehicle. The low bid was $1,070,952 from Oshkosh Airport Products of Neenah, Wisconsin. The high bid was $1,096,145. The port’s estimate was $1,500,000. The federal grant share is $965,341 and the port’s share is $107,261. At the 7/13/2021 meeting, vote #80, AECOM of Seattle was awarded a contract to provide lightning layout and identify lighting fixture locations for LED lighting. The federal grant share is $205,923 for the final design and construction by AECOM of Seattle to replace runway edge lighting and runway signage with LEDs — the port’s share is $20,593. 56. Increase the pier repair budget for the Bellingham Shipping Terminal? The heavy lift area will be replaced and berths 1 and 2 dredged. The mobile harbor crane will require a berth depth of 35 feet. Budget increases: $430,000 in mitigation; $540,000 in additional dredging; $555,000 terminal repairs; $446,000 in consultant costs and $170,000 sediment sampling, analysis and report writing. The revised budget for the heavy left area is $20,350,000 and dredging is $8,900,000 for a total of $29,250,000. (13915/Consent Agenda G) Approved 3-0
57. Reallocate money for the replacement of a maintenance truck? The replacement of a maintenance service truck was $30,000 under budget. The budget to replace a 2001 Dodge Ram truck will be increased by $30,000 to $115,000. The new budget will also allow the installation of a dump bed with snow plow. 58. Authorize the executive director to sign a release and indemnity agreement with Bornstein Seafoods and the American Construction Company for relocation of the I&J Waterway floating dock? In April of this year, the port awarded to American Construction Company of Tacoma the contract for remediation of sediment cleanup at unit 1 at the I&J Waterway site. Bornstein Seafoods owns a dock located at 1001 Hilton Avenue. Bornstein has requested that the port’s contractor, American Construction Company, move its floating dock out of the way of the environmental work. This agreement protects American Construction from any claims associated with damage or injury, except for negligent acts or willful misconduct. The dock will be moved at no cost to Bornstein. 59. Authorize the executive director to sign an agreement with Corix Utilities Systems (amendment #2) to provide energy for the downtown waterfront? At the 12/8/2020 meeting, vote #125, the commission approved an agreement with Corix Utilities Systems of Vancouver, British Columbia, to design, construct, finance, own, operate and maintain a district energy utility in the 44 acres that was the former Georgia-Pacific West site and now called the Waterfront District. At the 6/3/2021 meeting, vote #70, the commission approved the first amendment. It provided independent oversight of energy rate increases for residential and commercial customers and it corrects errors and revises language in the original agreement. Since the first amendment, Corix has established an operating district energy system which provides thermal energy to the first development on site and is prepared for future customers. This amendment revises portions of the regulatory framework, including definitions of Coriz debt and equity, corrects conflicting language and clarifies final decisions. 60. Reallocate money for roof repairs at the Bayview Center building? The repair of the leaking roof at Bella Marina was $83,542 under budget. The low bid to repair leaking roof at the Bayview Center building was above the budget amount of $208,000. The Bella Marina surplus will be transferred to the Bayview building, increasing the budget to $291,542, enough to cover the bid. (13923/Consent Agenda D) Approved 3-0
61. Authorize the executive director to renew the port’s property, cyber and crime insurance coverage? The property premium is $1,559,007, a 5.8 percent increase over the previous year. Alliant Insurance Services of Newport Beach, California, serves as the port’s broker of record. Included is: $25,000 for cyber, $50 million for earthquakes and floods, $100 million for terrorism. The coverage is for the period 7/1/2024 through 7/1/2025. The crime coverage is for two years. (13926/Consent Agenda E) Approved 3-0
