Meeting Shall the commission:
1. Delegate certain administrative powers and duties to the executive director? The administrative powers will run from 2/1/2019 to 1/31/2020. (Resolution 1106-U) 8027/Consent Agenda B Approved 3-0

2. Authorize the executive director to sign a $315,277 contract extension with Five Star Services of Fort Lee, New Jersey, for janitorial services? Five Star will provide janitorial services at 28 port facilities except the airport. A contingency fee of $30,000 brings the total contract to $345,277. The contract runs from 2/1/2019 through 1/31/2020. (8029/Consent Agenda D) Approved 3-0

3. Small Works Roster. Contracts under $300,000 fall within the executive director’s spending authority; they only require commission notification. A $97,104 contract was aworded to EMTech for the fire exit at Fairhaven Building 6 and a $21,601 contract to Henifin Construction for interior painting of the Fairhaven Station. (8030/Consent Agenda E)

4. Authorize the port’s legal counsel to sign contracts up to a total of $159,649 with Anchor QEA and other consultants to provide technical expertise in support of legal work related to the environmental department? Since 1996, legal counsel, in conjunction with the port’s environmental department, manages the claims process with AIG for the port’s cost cap insurance policy, cost recovery efforts involving former tenants and historical insurance, grant funding programs, and negotiations with the state of Washington concerning agreed orders and consent decrees for the port’s 20 state-listed Model Toxics Control Act sites. Anchor QEA has provided the bulk of technical-legal support for these legal efforts. (8031/Consent Agenda F) Approved 3-0

5. Authorize the executive director to sign a $17,500 contract (amendment #3) with RMC Architects of Bellingham for design and permitting assistance for the Blaine webhouse #1 project? The design and permitting work is associated with replacement of the water main on Milhollin Drive. A contingency fee of $17,500 brings the total contract to $346,619 (8033/Consent Agenda H) Approved 3-0

6. Authorize the executive director to sign a $199,215 contract (amendment #2) with Berger ABAM of Federal Way for the design and permitting of the Blaine Harbor bulkhead replacement project? This phase will complete the detailed design of the replacement of the Sawtooth Pier bulkhead and develop final design documents for repairs to the bulkheads at the Boundary Fish pier and Walsh Marine facility. This proposal also includes effort to develop and apply for environmental permits. A contingency fee of $9,960 brings the total contract to $209,175. (8038/Consent Agenda J) Approved 3-0

7. Authorize the executive director to sign a $58,500 agreement with Ascent GIS of Spokane to conduct a rural broadband feasibility study? The port was awarded $50,000 grant from the state Community Economic Revitalization Board for the study. It will be used to develop a countywide carrier grade, open access fiber optic network of dark fiber to connect all communities in Whatcom County. (8052/Action Item 2) Approved 3-0

8. Authorize the executive director to execute an agreement with the Port of Skagit for the purpose of working collaboratively to plan and implement a rural broadband network? The Port of Skagit owns and operates their own telecommunication facility within Skagit county. The Port of Bellingham received a $50,000 Community Economic Revitalization Board grant for the purpose of a rural broadband feasibility study. (8089/Action Item 1) Approved 3-0
