Action Taken at April 3, 2020 Special Meeting

Shall the commission:
32. Establish a tenant rent relief policy? The executive director’s declaration of emergency issued on March 20 was confirmed and the executive director was authorized to implement rules and procedures and approve deferred rent relief for port tenants. Given the economic hardship caused by the Covid-19 pandemic, the port staff has developed the Covid-19 pandemic rent and moorage fee relief policy. Rent and moorage fees can be deferred for three months within a 12-month period. There is no late fees or finance charges during the deferred rent period. The policy will be in effect until 7/31/2020 and can be extended by the commission. The port has 182 tenants and 2,015 moorage customers. Based on rent relief requests from 36 tenants on 3/30/2020, the estimated cost of deferred rent was between $1.25 and $1.4 million. Action Taken at April 14, 2020 Special Meeting

Shall the commission:
33. Authorize the executive director to sign a $291,520 contract (amendment #1) with Pacific Security (Parker Corporate Services) of Bellingham to extend security services? At the 5/1/2018 meeting, vote #70, the commission authorized the executive director to award the low bid to Pacific Security. The low bid and contingency fee brought the two-year contract expiring on 5/31/2020 to $480,924. The hourly billing rate in the amendment will be $21.81 for security patrol officers and $19.47 for security guards. The amended contract will increase by $39,148. (9321/Consent Agenda A)  Approved 3-0

34. Authorize the executive director to sign a $14,400 sub-recipient agreement with Washington Manufacturing Services (d/b/a/ Impact Washington) to perform business support services with companies located in Whatcom County? The initial agreement with Impact Washington was approved by the commission at the 1/24/2017 meeting, vote #10, for workforce development training with Pando Innovations (Itek Energy). In this agreement, the port will introduce Impact Washington to manufacturing clients in the region, will share Impact Washington marketing collateral with clients and partners, and will promote Impact Washington on the port’s website. The agreement expires on 12/31/2020. (9322/Consent Agenda B)  Approved 3-0

35. Reallocate $80,000 for sprinkler system repair at the Bellingham Shipping Terminal? CLK Construction of Bellingham was awarded the low bid for a contract under the small works roster. During construction, leaks were discovered in warehouse 1 and 2, preventing appropriate water and air pressure and requiring repair. Commission approval is required because the additional $80,000 brings the budget above the small work’s roster maximum of $300,000. (9323/Consent Agenda C)  Approved 3-0
