The “No Deposit No Return” article from 20 years ago by Bob Keller in the April Whatcom Watch got me thinking how much I would like to publicize the very bad litter situation on Noon Road between Pole and Van Dyke roads. It is at a Conservation Reserve Enhancement Program (CREP) restoration site with a salmon recovery water ditch along the east side of Noon Road. CREP is an offshoot of the Conservation Reserve Program (CRP), administered by the Farm Service Agency (FSA) in partnership with states, Tribal governments, and nongovernmental organizations.
I have contacted the conservation district and the health department that manages litter reports, but it is difficult to stop this party that is dumping so much there. Last year, there was even a microwave oven, I believe, sunk in the water, along with a large number of garbage bags. Two months ago, there were 10 or so cartons of empty beer bottles on the bank, and around 25 beer cans, and 5 more garbage bags ripped and floating in the water. Last week, there was a tire by the side of the road along with another ripped garbage bag.
This is a great and successful restoration site that is being trashed by what looks like one abuser over and over for years. Without a camera or more people watching, this person is free to continue their disgusting behavior. Please spread the word for residents in the area to keep an eye out for this dumper and get a license plate. Maybe a neighborhood watch can help to catch this offender.
