Action Taken at August 18, 2026 Meeting
Shall the commission:
94. Amend the 2026 strategic budget to create a Capital Improvement Project – Waterfront Soil Stockpile Management? At the 5/26/2026 meeting, vote #74, the commission approved three agreements related to the stockpiled soil staged on port property generated from Harcourt’s waterfront residential development project. The port took ownership and responsibility for the stockpiled soil and Harcourt paid the port $1,500,000. To appropriately manage the stockpiled soil and plan for the permanent placement of the soil, the port needs to create and fund a Capital Improvement Project. The budget will be $1,500,000. The project will include consolidating and reshaping the stockpiles for drainage, securing and stabilizing the stockpiles to reduce potential impacts from windblown material or stormwater. 95. Amend the port’s 2026 strategic budget to reallocate $55,000 for the Arrowac pier? The port is pursuing a repair permit for maintenance, repair and replacement of port-owned facilities, including in-water, over-water, or shoreline structures. The goal is to acquire long-term (10-year) permits from regulatory agencies to support a more efficient, consistent, and cost-effective permitting process. The Arrowac pier was found to need a more detailed evaluation of its below-deck structural elements and bulkhead. The adjusted budget is $705,000 for an underwater assessment, including a dive inspection, support craft, and a report. (15809/Consent Agenda D) Approved 3-0
96. Renew and modify a two-year lease with the Whatcom Working Waterfront Foundation? On 7/12/2023, the port entered a commercial lease with Whatcom Working Waterfront Foundation for approximately 2,000 square feet of office and shop space located in the Marina Square Building at 708 Coho Way, Bellingham. The base rent for two years is $44,389. The lease expires on 8/31/2028. (15810/Consent Agenda E) Approved 3-0
97. Renew the lease with Bayside Therapy Associates? Bayside Therapy has been a tenant in the Bayview Center Building since 2003. At the 12/18/2012 meeting, vote #191, the commission authorized the purchase of the building for $4.1 million. The Bayside Therapy one-year lease for approximately 1,400 square feet in suite 220, will be $46,705 and it will expire on 7/31/2027. (15811/Consent Agenda F) Approved 3-0
98. Renew a five-year lease with the Bellingham Yacht Club? The Bellingham Yacht Club has been a port tenant at 2625 S. Harbor Loop Drive since 1962. The lease is for approximately 16,515 square feet of exclusive space, 14,554 square feet of parking space and 235 linear feet of moorage at Squalicum Harbor. The base five-year rent will be $167,659. The lease will expire on 2/28/2031. (15812/Consent Agenda G) Approved 3-0
99. Change a land lease from Spring Street Towers LLC to HCLONG properties? HCLONG Properties of Bellingham has purchased Spring Street Towers. At the 6/19/2018 meeting, the lease for 2696 Roeder Avenue in Bellingham was changed from Hopeton LLC to Spring Street Towers LLC. HCLONG is the owner of Tri-County Diesel, a local business with 15 employees providing services to the maritime industry.. The lease will expire on 7/31/2034. The lease can be renewed for another 30 years. (15813/Consent Agenda H) Approved 3-0
100. Modify a lease with Bellingham Aviation Services for office space, tanks and pads at the Bellingham airport? At the 11/4/2003 meeting, votes 93 and 94, the commission authorized the port to sign a lease with Bellingham Aviation for a 25,000-gallon jet fuel storage tank and tank pad and other aviation services at the Bellingham airport. In 2025, one of the jet fuel tanks failed and since has been inoperable. The proposed lease modification will provide a one-time non-cash credit payment of $10,200 for rent paid for the unusable fuel tank and pad and move the lease termination from 12/31/2028 to 7/31/2027. 101. Authorize the executive director to sign an option (amendment #2) for property purchase and a Millworks performance obligations’ addendum? At the 11/15/2022 meeting, vote #134, the commission approved an option with Millworks LLC to purchase property in the Waterfront District. The purchase was for approximately 49,613 square feet in the Lignin parcel. A housing covenant allows the port to sell the property for below market value. The fair market value is $3,593,700 and purchase price is $2,005,067. At the 4/1/2023, vote #37, the commission authorized the Millworks to proceed with Phase 2 in the Waterfront District. At the 6/17/2025 meeting, vote #66, the commission approved (amendment #1) for property purchased at the 11/15/2022 meeting, vote #134. This vote extends the option to purchase for 24 months to 6/30/2029. (15818/Action Item #1) Approved 3-0
