Shall the commission:

82. Appoint Lyle Jansma to the Bellingham International Airport Advisory Committee? He will hold the airport business position on the committee and serve a three-year term. Mr. Jansma is the owner/ operator of Six Pack Aero at the Bellingham airport. It specializes in Cessna 100 series avionics and airframe upgrades. (15653/Consent Agenda K) Approved 3-0

83. Authorize the executive director to renew the port’s property, cyber and crime insurance coverage for two years? At the 5/26/2026 meeting, vote #71, the commission approved the the port’s property, cyber and crime insurance coverage for one-year. Alliant Insurance Services of Newport Beach, California, serves as the port’s broker of record. Alliant has negotiated a two-year rate agreement with the insurance underwriters. This agreement is subject to a mid-term review on 7/1/2027. This coverage is for the period 7/1/2026 through 7/1/2028. (15654/Consent Agenda L) Approved 3-0

84. Authorize the sale of six vessels for the nonpayment of moorage fees? Sealed bids closed on 8/4/2026. An auction for four vessels was held at Squalicum Harbor for a 26-foot sailboat with unpaid fees of $4,190 and a minimum bid price of $2,000; a 24-foot motorboat with unpaid fees of $2,934 and a minimum bid price of $2,000; a 26-foot motorboat with unpaid fees of $2,591 and a minimum bid price of $1,500; a 29-foot sailboat with unpaid fees of $2,655 and a minimum bid price of $2,655. An auction for two vessels was held at Blaine Harbor for a 24-foot sailboat with unpaid fees of $3,146 and a minimum bid price of $250 and a 32-foot motorboat with unpaid fees of $3,660 and a minimum bid price of $1,000. Port staff contacted the owners about the unpaid fees a total of 45 times. (15656/Consent Agenda B Approved 3-0

85. Authorize the executive director to accept a $964,000 federal grant for the replacement of the HVAC chiller unit at the Bellingham airport? The existing chiller units were manufactured by Petra Engineering Industries Company with headquartered in Amman, Jordan. The airport model is no longer supported by Petra. As a result, the chillers have experienced ongoing maintenance issues costing the airport tens of thousands of dollars annually, with limited replacement parts. The budget for the HVAC equipment is $1,043,000, the port’s share is $48,200. (15673/Action Item #1) Approved 3-0

86. Renew and modify the lease with the Fence Brothers? The Fence Brothers has leased space at Marine Drive Industrial Park (742 Marine Drive, Suite 8) since 6/15/2023. This company specializes in fabricating fences, docks and decks. This lease extends the 4,600 square feet of Building 8 through 6/30/2027 and increases the lease to 597 square feet of office space in Building 6 on a month-to-build basis. Then rent is $27,129. (15681/Consent Agenda D) Approved 3-0

87. Renew the lease for five years with Edward Jones for Suite 106 in the Bayview Center Building? The lease for 950 square feet at 11 Bellwether Way expires on 7/31/2031. The rent for five years is $154,134. (15682/Consent Agenda E) Approved 3-0

88. Approve a commercial lease with Sensibly Sprouted LLC? The company specializes in nutritional therapy, health, and wellness. Sensibly Sprouted LLC has leased the 1,732-square-foot space in Suite 223 at the Bayview Building (12 Bellwether Way) since 2021. This lease has eight one-year renewal options. The one-year lease is $48,734. (15683/Consent Agenda F) Approved 3-0

89. Approve the non-exclusive container storage license with the Whatcom Mountain Bike Coalition (WMBC) for the laydown area in the Waterfront District? The mission of the WMBC is to preserve and enhance bicycle trail access in Whatcom County. The port partnered with WMBC in 2019 to develop the Pump Track and they have been partners ever since in helping maintain and activate it. WMBC will license two shipping containers in the Container Village behind the tiled tanks and advanced jump line on a month-to-month basis for bike storage. WMBC and their program partner, Vamos Outdoor Project, will host an afterschool biking program for Latiné, migrant, and multilingual youth, and similar mountain biking programs that serve Whatcom and Skagit County residents. The license fee for the premises will be $55.00 per month. Approved 3-0

90. Approve a new five-year lease with LFS Inc.? The company stocks commercial fishing gear for all the major fisheries, as well as safety gear and supplies for processing. In November 2017, the port entered into a commercial lease with LFS for 40,000 square feet at 1000 F Street. The 2024 the lease was modified to 195,000 square feet in 2024. This new lease terminates on 6/30/2031; it is for approximately 240,0000 square feet of warehouse and office space at 1000 F Street and allows non-exclusive use of the outside parking and yard area. The rent for the first year is $1,320,000. (15686/Consent Agenda I) Approved 3-0

91. Enter into a lease agreement with the U.S. Coast Guard (USCG) for office and warehouse space in Warehouse 4 at the Bellingham Cruise Terminal (365 Harris Avenue)? The principal place of business is located at 1801 Roeder Avenue. At the 7/19/2005 meeting, vote #79, the commission approved a lease to moor two 87-foot vessels, approximately 1,000 square feet of warehouse space and 1,400 square feet of office space. The Coast Guard spent over $500,000 for office improvements and to construct a floating dock on the stub pier. The agreement was for one year with 19 one-year renewal options. The new lease expires on 8/31/2046. The annual rent will increase from $77,248 in year one to $135,545 in year 20. (15687/Consent Agenda J) Approved 3-0

92. Authorizing the executive director to apply to the state of Washington to amend the port management agreement and extend it for 10 years? The port entered into a port management agreement with the state Department of Natural Resources on 7/1/1997; it delegated limited management authority within nine parcels of state-owned harbor areas in Blaine and Bellingham to the port. This application amends management authority to 11 parcels and the termination date to 6/30/2037. 15689/Consent Agenda C (Resolution 1431) Approved 3-0

93. Renew a lease with the Marine Spill Response Corporation of Herndon, Virginia, for office space in Squalicum Harbor? The company cleans up oil spills for corporations and governmental bodies. The 2,160 square feet of office space is located in Squalicum Harbor at 2430 South Harbor Loop Drive #501. The lease was first approved at the 6/7/2005 meeting, vote #71. The three-year rent is approximately $88,500. This renewal runs from 7/1/2026 to 6/30/2028. (15698/Consent Agenda G) Approved 3-0
